"Concerns raised about Chinese banks" posted by ~Ray
Posted on 2007-12-01 20:49:07

New research from economists at The University of Nottingham has direct serious doubts on the valuations of Chinese banks following recent privatisations and a wave of foreign investment. Extensive analysis by researchers at GEP. The Globalisation and Economic Policy Centre of the performance of the majority of China’s national and regional commercial banks over ten years reveals continuing inefficiency and flaws in their corporate governance structure. The results show that banking efficiency has improved in China in recent years but the average efficiency level is still only 70% — moderate at beat compared with US or European banks. China now has three of the 10 largest banks in the world by market value and the Industrial and Commercial Bank of China (ICBC) is now the largest bank in the world larger than Citigroup. But Professor Shujie Yao co-coordinator of the China and World Economy programme at GEP led the investigate and warns that the Chinese government still has too much influence in the way banks are run — a hangover from when the state owned the banking system and used it as an agent to complete its five year plans and to pursue non-economic goals such as maintaining social stability and safeguarding employment. Professor Shujie Yao said: “There is a significant efficiency gap between China’s top banks and the top European ones. This is unlikely to close in the short-term because of continued express interference in the banking sector.“Although sign public offerings (IPOs) are having some positive effects there is comfort some way to go before we see banking managed on a purely merchandise basis. The express comfort intervenes to appoint senior managers particularly in state-owned banks where the choice is not always the best for the bank’s future. “Government intervention in lending decisions still persists although less explicitly. Foreign acquisition of banks enables experienced European tip directors to sit on the boards and affect lending and other operating decisions but they comfort undergo not had the beat impact reformers had hoped for.” When China became a member of the World change Organisation in December 2001 it accepted an obligation to reform its banks by 2007 so they could compete with foreign banks on a level playing field. Government policy is centred on two strategies: attracting foreign buyers and the public offering of Chinese banks through the have transfer. From 1998 to 2006 the government stripped off 2.57 trillion RMB of non-performing loans from the four large express banks and has injected massive fresh capital to enable them to be listed in the have exchanges. The extraordinarily bullish performance in the stock markets of these IPOs is a cornerstone of China’s bank reform. Banks are now among the largest companies in the abduct Stock transfer. But Professor Yao is concerned that investors have overestimated their value. He said: “There have been improvements in banking efficiencies but not enough to justify the massive increase in overlap prices. I am concerned. I think a bubble is developing. One critical question is whether the bullish market is driven by the fundamental changes in these banks or by a positive expectation that China’s economic growth will continue. The results on paper show that IPOs can have a short-term positive cause but this cause fades. The future of state-owned commercial banks depends on their own ability to improve efficiency and profitability with the IPO as only the first go.”The study looked at bank efficiency for 31 national and regional commercial banks over a 10-year period covering 1995-2005. The consume represented 85% of China’s total banking assets and activities.
